Background

The Bernie Grant Arts Centre (BGAC) is a landmark cultural venue in Tottenham, opened in 2007 to celebrate the legacy of MP Bernie Grant. Despite being a relatively modern building, the centre faced a “pause” period of activity due to the need to address fire related capital works.

Haringey Council commissioned Assured Fire Safety Consultancy Ltd to provide expert, independent fire safety consultancy to help the venue achieve compliance, reopen safely, and operate sustainably within limited funding.

Our Role

Assured Fire Safety acted as a specialist consultant to support both Haringey Council and the BGAC management team in the safe reopening of the building. Our work included:

  • Reviewing the original FRA findings and prioritising immediate actions.
  • Attending on-site coordination meetings with Haringey Council and BGAC representatives.
  • Developing a risk-based reopening plan with staged compliance milestones.
  • Observing and auditing evacuation training and drills, with clear improvement recommendations where necessary.
  • Providing pragmatic guidance on control measures for performances and public events.

Delivering independent advice on fire door inspections, fire stopping, and compartmentation to verify existing evidence and avoid unnecessary remediation costs.

Project Challenges

Although the Bernie Grant Arts Centre was built in 2007, the fire safety issues identified were more typical of much older buildings. The project’s main challenge was to achieve legal compliance under financial and operational restraints.

Our Approach

We worked collaboratively with the Council and venue management to balance compliance urgency with financial realism. Our pragmatic approach focused on:

  • Identifying essential priorities for immediate reopening.
  • Supporting a phased remediation strategy, aligning with BS 5839, BS 5266, and BS 476 standards.
  • Re-validating inspection findings to ensure recommendations were evidence-based and proportionate.

Advising on cost-effective re-inspection.

Outcome

Within two months, the Bernie Grant Arts Centre successfully reopened to the public under compliant conditions.

  • The risk rating was reduced, enabling compliant operation while longer-term upgrades were planned.
